Richard Jarvis a former military man accused of murdering a US Senator. He Heads to the west coast based on leads of finding the killer. His leads are from an anonymous phone source called Guardian. With a confused thought of escaping the witness protection program, he starts a limo service as requested by Guardian. While tracking the killer, Cori Nelson the daughter of Sen. Ted Nelson seeks revenge and makes a number of assassination attempts which are foiled each time by Guardian. Unbeknownst to him, he is part of a secret military project that's being conducted by Lt. Col. Neil Jackson US Army. In order for Jackson to earn his eagles, he will stop at nothing to complete the field operation involving Richard Jarvis and the Guardian project.
